Why Do Some Receive Pretrial Assessment & Release Based on Merit, While Others Do Not?

What Is Pretrial Risk Assessment?
According to the Pretrial Justice Institute, “A pretrial risk assessment instrument or tool is designed to provide an objective analysis of whether an arrested person is likely to appear in court and not get rearrested if released before trial. However, reports indicate that many low- level nonviolent offenders are imprisoned before conviction, while others who show indications of much greater risk are released.  Why is this?  Do financial incentives such as money bails play a role?
