30 years for low-level nonviolent offense- still happening today?

While large funding streams are being directed to reduce recidivism for the most violent criminals, others continue to be incarcerated for most of their lives for low-level nonviolent offenses, feeding the tide of mass incarceration. The Texas Advocates for Justice is seeking to assist RT. Many are wondering if there there is a racial bias connection that continues to plague the system?
