The Prison Policy Initiative Recommends:
End the prosecution of youth as adults;
Remove all youth from adult jails and prisons;
Invest in non locked-residential community-based programs;
Limit pretrial detention and youth confinement to the very few who, if released, would pose a clear risk to public safety;
Eliminate detention or residential placement for technical violations of probation and
Divert status offenses away from the juvenile justice system;
